I suspect this is why USA condominiums have a fee for external upkeep -- everyone pays and no one works on it. That is a means to cut the conversations quite short, though in your case no one is going to agree to hire a gardener. Bringing up all faults in the past when arguing the present is a classic in the "unfair fighting" arsenal.
