Oh, I wouldn't expect them to be - they do seem kind of flat from the (few) episodes I've seen, and all the dull grey costumes and scenes add to that, but I'm guessing that's done with the purpose of messing around with the idea later on. (Although I think I've lost any claim to second-guess Joss Whedon after falling for the trick in Our Mrs. Reynolds, the same day I'd been talking to someone about how clever that first opening scene of Buffy was...) It's just the way the conflict itself seemed to be framed as an ideological one between the idea of a big central government that runs everything, and having no central government at all (as compared to, say, the Empire in Star Wars vs. the Rebellion). Which doesn't mean that the issue won't be looked at from all sorts of different angles in future, but it did come across as a bit strange that that was the first one.
On a slightly related note - one of the reasons I never bothered too much trying to get hold of Firefly in the past was that I knew I'd fall in love with it and then sulk that it was over too soon. Which I am already, but even more than I thought - I really wasn't expecting this many hints and loose threads and secrets so early on (and there's no way they can all be tied up in the film and now I'll never know what happens argh). I thought River's backstory was a lot simpler than it looks like it's going to be.
